You can most definitely create an environment where motivation happens. Let’s briefly look at a working definition of motivation and its converse:
Motivated = makes movement toward desired goals
Unmotivated = lacks movement toward goals
The two distinguishing features of a motivated person is that they make movement, and have desired goals.
So if you want to help build a motivating work environment you will surround yourself with people who enjoy making movement - who actively produce results. And you will screen, choose, train, encourage, and reward individuals whose desired goals largely match yours.
