Kudos for thinking this way - really matters.

Find out who is top dog, and ideally their regional head and write a joint letter to both. Be very specific in your praise - what was done that specifically made a difference, and represented standout behavior. Give the person a copy in confidence.

You are a hero. Most of us are quite expert at catching people failing. Many fewer of us spend time catching people succeeding. The good bosses, parents, coaches, mentors do precisely that. Genuine encouragement is worth gold.
